Havas has been selected under the new Framework Contract of the European Commission and its main Directorates-General for a duration of five years. The framework will allow the agency group to support specific communication assignments for European institutions across member states and international markets.
Havas is the only European communications group based in France to be selected under the framework. The appointment follows earlier communication mandates executed by the group for the European Commission and is aligned with its broader focus on expanding institutional communication capabilities at the European level.
The work under the contract will be coordinated by the Havas Paris teams, combining pan-European strategic planning with locally executed communication efforts across markets. The model is aimed at improving understanding of European initiatives and their impact on citizens.

To address institutional and international communication requirements, Havas will deploy an integrated operating structure that combines strategic planning, creative development and media execution. The group will also draw on its H/Advisors global strategic advisory network, which focuses on reputation management, influence and public diplomacy, alongside local market capabilities.
The agency will also use its recently launched Converged.AI strategic platform, designed to integrate advisory, creative and media functions into unified project teams for large-scale communication programmes.

Under the framework, Havas will support communication related to European public policies across multiple sectors, including employment, justice, health, defence, economic and social transition, protection of freedoms, promotion of shared values, and the defence of the rule of law.
The mandate comes at a time when institutional communication is operating in a fragmented media environment, with increasing public scepticism and competing governance narratives. According to the company, the objective will be to strengthen clarity and understanding of EU actions and encourage fact-based public dialogue.
The appointment also reflects Havas’ organisational footprint in Europe, with headquarters in Paris, stock market listing in Amsterdam, and agency operations across the 27 EU member states, enabling coordinated continental-level execution while maintaining local market engagement.
